Mr. Cement Deluxe is a larger bottle of the Mr. Cement. This bottle comes with 40ml of this useful, all-purpose glue.
Mr. Cement is a liquid type cement which dries completely clear. It is really useful in most any modeling applications. It includes a styrene resin, which makes it very strong.
The applicator is a fairly standard brush applicator such as you might see with many glues.
